The Kaled race had been terribly mutated during their war with the Thals. Davros, a brilliant scientist created a cybernetic/robotic system to protect and propel their poor feeble bodies. These encased Kaleds decided to anagramise themselves and became the Daleks. Unfortunately, Davros had not allowed for the fact that the Kaled's hair would continue to grow inside the Dalek "body". This hair growth tended to get in the way of the internal control structures often getting wrapped around vital components or causing painful folicle-tugging when it became trapped in the wheels. Davros became aware of this shortcoming. His first solution was the creation of Barberdeks who would give the internal Kaleds a "short top and undersides" every few weeks - but this proved unpopular with the Kaleds as they had to be prised out of their Dalek bodies for the procedure and the sunction effect tended to cause swellings and boils on their already repulsive bodies. So, after a few more years' research, Davros came up with HexyCyanoCobaltiPhosphate IV solution (mixed with Lanolin) which could be passed as a vapour into the grills on the "head" part of the dalek so as permeate all round the Kaled's body causing the hair to drop out and collect on the internal base of the Dalek where is was ejected with the Kaled's other waste products.
The problem of Kaled/Dalek's personal hygiene and B.O. however remains to this day.

I'm out of touch...didn't even know they were making a Doctor Who comic. Guess I should read my Wizard magazine subscription more closely.
